An Assessment of NMP’s Capability to Conduct Online Training
The study assessed the capability of the National Maritime Polytechnic (NMP) to conduct online training based on NMP policy; operation and resources support; IT equipment and infrastructure; content and method; and instructors’ skills. Data were drawn from interviews and the administration of survey questionnaires to NMP officials and instructors.
NMP, as a maritime training institution, adopted the conduct of online training to respond to the training needs of seafarers. Although the conduct of online learning is still a work in progress, the institution is already able to meet several requisites from the MARINA Advisory 2020.59. To deliver effective online training, identified gaps must be addressed, for instance, the formulation and approval of NMP policy on online training; upgrading and procurement of IT equipment; upgrading of internet connectivity; development of ePayment and eLibrary systems; provision of additional IT workforce and enhancement of computer efficacy of instructors. Initiatives have been carried out to support the implementation of the program such as the creation of a Committee on Online Training as well the preparation and submission to DBM of the NMP Information Systems Strategic Plan (ISSP) for 2021-2023. Included in the ISSP for 2021 are upgrading of the internet, procurement of computer units and software, and professional development of instructors on digital literacy.
